The Queensland Department of Transport and Main Roads (TMR) has confirmed that the
Heavy Vehicle Registration Assessment Scheme (HVRAS) will end on 30 June 2026.
For many caravan and trailer businesses, as well as DIY builders working on custom projects,
this is a small but important compliance update worth noting.

This update is relevant for caravan builders, trailer manufacturers, and DIY caravan projects requiring engineering compliance in Queensland.


What is HVRAS?

HVRAS is a registration assessment scheme that has been used to support certain heavy vehicle
registration and modification assessment processes. In practical terms, it has been part of the broader
framework that helps ensure modified or custom-built heavy vehicles meet required standards.


Why is the scheme being removed?

TMR has advised the scheme is being removed because it duplicates other existing schemes and processes.
This follows consultation undertaken in 2023, and TMR has confirmed the end date and transition arrangements.


Key dates and what changes

  • No new HVRAS applications will be accepted from 1 April 2026
  • HVRAS training will also cease from 1 April 2026
  • If your current HVRAS approval expires before 30 June 2026, no renewal is required
  • All existing HVRAS approvals will be automatically extended to 30 June 2026
  • From 1 July 2026, all HVRAS approvals will be invalid

What does this mean for caravan and trailer builders?

For most builders, the key point is that engineering and compliance requirements do not disappear.
Instead, the pathway changes. From 1 July 2026, any work that previously relied on HVRAS will need to be
handled through the remaining standard processes and schemes already in place.
